Apartment Advice - I live in The Highland...

The apartment management lied to me about the conditions of the apartment building when I rented. Everything noted was "just temporary, the'll be up soon" such as the elevator at the front lobby that has NEVER worked in all the time I've been here. Since I've moved in I've found that I have the neighbors from hell, and that's BEFORE I found out that this place is infested with cockroaches. I've been spraying and fumigating daily / weekly, so it's mostly under control in my apartment, but I certainly don't trust the conditions. Can't / won't use the stove. Everything's been put into plastic to safekeep it from infestation. I've stopped unpacking from my move in, and now I'm just trying to figure out how to break my lease without being on the hook for 10 more months of rent. Any California-specific help is appreciated as I don't want to break the law, I just want to be set free from this nightmare.
