How can I get my landlord to better insulate the attic over my apartment? He admitted to me after I complained about my heating bills last winter, that it wasn't well insulated and that he would better insulate it. It's been several months now and he stil

I live in an older apartment building. I know that the insulation in this building isn't up to code, along with the plumbing and the electrical. I do have newer replacement windows though wich helps, but I'm still paying high electric bills in the summer and high gas bills in the winter.
