Crestview Village has SUCH potential to be a super nice complex. The complex sits atop a large hill and nearly all of the apartment units overlook downtown Liberty and/or William Jewel College.

This is subsidized housing with HUD, so nearly every resident is either very low income and/or disabled.

Unfortunately, the main problem here is management. While the manager is strict and firm, he's also a little bit insane. Insane in that he changes his mind about what he has said earlier in conversations. He forgets to write up work reports to have things fixed if you need it. He makes some very poor decisions on how to handle situations and those situations turn out much worse than they should have. One of the more serious and aggravating downfalls for this manager is that he just does NOT care about the residents in any way. He is very pompous and arrogant and has no patience to listen to residents. He makes it very clear that he is financially well off and the residents are mere peasants. He shows up in a different, VERY expensive vehicle each day as well. He shows little to no respect for residents who are unable to function due to disability.

Maintenance is below average. While the maintenance man is very very kind and down to earth, he does VERY poor patch jobs when repairing any portion of the units. If you were to walk through any average unit, you would soon notice that there are poorly covered cracks and holes in walls. There are some areas that are just plain strange and unexplainable as to what he was trying to accomplish when fixing up something. Typically, a simple repair done properly would take 1 visit. With this maintenance man, he's usually back an average of 4 to 5 times before a problem is "patched". Hardly ever fixed.

You might fight tooth and nail and be very firm to break through management stubbornness if you need something fixed or worked on.

This complex may have been well built originally but years of numerous patch jobs and poor repair attemps have really made this place rather rickety feeling.

On the outside, this is a nice complex. The size of the apartments is medium or average size. They are not really small units and they certainly aren't large either. For example, bedrooms comfortably fit Queen size beds with 2 pieces if furniture such as dressers or TV stand and dresser.

The one thing residents agree on as positive things about this complex are:

1. Every resident has their own entrance. Ground level apartments have their own little yard area and many have flower gardens and room for table, chairs or other accessories. Second floor apartments have a large deck area for table, chairs, etc.

2. The scenery and overlook of Liberty is fantastic. No matter what time of the year it is, there's great views of the city and surrounding areas.

3. The majority of residents are kind, helpful people. While we do get some *occasional* bad residents who either break the law by beating each other or they commit damaging acts, those residents are quickly warned and/or removed from the complex. So most of the bad seeds are weeded out, to the credit of management on that aspect.

With all of this review, it does paint a rough picture of this complex. One thing is for sure, however.....in comparison to other HUD and subsidized housing I have lived in throughout the past 10 years in Colorado, Florida and Missouri, Crestview Villlage is actually one of the best. It's sad, but very very true.

If management and/or maintenance is renewed to better qualified personnel, this place would be very very nice.
