Beware... My Deposit Hasn't Been Returned Despite

I moved out two months ago and Charles Winslow has yet to return my deposit. He never answered his phone but responded to many emails promising to mail it "within the week". It never arrived. Since I am in Manhattan I have to take time off work and train up next week to file a case in small claims court to get my deposit back.
The building is ok but should you decide to rent an apartment be very careful. Charles claimed to have legitimate reason's for the delay- but I am out of options. It's a very frustrating situation
