Review for Charbern Apartments

I would recommend against moving in here due to rental terms.
PHC now requires a 6 month lease at minimum and having lived there i can tell u it's too long. u might get stuck with bad neighbors and poor management. the problem is frequent miscommunication within the company.

PHC billed me retroactively a year after i moved out (December 2007). i went in and got the charges annuled. David Hicks is the head property manager and he seems reasonable. Charbern manager Joey wrote the work order, incorrectly billing it to me for damages that i did not do, namely the locks. i turned in my keys when i moved out in 2007.
Further, carpet cleaning and stove drip pans were charged to me. luckily i keps my final inspection document that stated everything is dandy. also i had the receipt for a full refund of my deposit dated AFTER the original repair order. the repair order itself had 2 different dates on it including a scribbled one from 6-25-2008, for carpet cleaning, 7 months since i moved out!
very sloppy. i don't know their surrent prices but u can find a better place.
Another episode was back in January 2008. I received an eviction letter (after i moved out) for non-payment of rent! so unless u like playing catch-up annually look for a better place.
too bad really, because the apartments are well-insulated, clean, and quiet.
the only reason u would be better off with PHC (Portland Habilitation Center) is if u are down on your luck and want to relax with Oregon's generous welfare programs.
BTW the prices were raised in 2008 to 440 for studios and 465 for 1-bedrooms. probably higher now.
