I moved to City Lights, and my life has been much more comfortable. The place is nice, I never have problems parking, and yes, sometimes my upstairs neighbors do tend to bump around, but not to the point where I've lost sleep.
I lived downtown (in San Jose) long enough to experience screaming drunks, homeless people everywhere, having to park 3 blocks away because there was only street parking, and the occasional gunshot. I have yet to experience any of this since I've moved to Orange County.
You bitches have it easy at City Lights. Guess what? You're going to have to pay rent under your contract regardless of your financial problems. I'm not going to lie, City Lights is expensive. Real expensive. But so is the rest of Orange County, and you can slightly less and live in a real shit-hole, or you can pay a few hundred dollars more and live someplace like here.
