If you are unaware of your tenant's rights this man will take complete advantage of your ignorance. He knows tenant/landlord rules well so he maneuvers just slightly above slumlord status.

Besides local court systems, the staff at the Rent Stabilization Board is very familiar with Nesis because of the years of complaints that continue to be lodged against him. Why he gets away with his unethical business practices is beyond me.
