Apartment Review for Capitol Towers

I rented for the views and the nice pool, spa & workout room. But noise is terrible - light rail starts running @ 4AM right in front of Tower! Office staff is charming and very friendly, until you sign the lease. Then it's like they just can't think of enough ways to frustrate and irritate you - but they're sure gonna try!
