I fell out of a second story window after impacting with a defective shattered window pane/frame and almost died here at Avalon at River Oaks. But first let me tell you more about the complex.

Get to know the neighbors: the second bedroom wall shakes when north adjacent apartment uses the shower. The noise is louder than the shower in my own unit, and there are a lot of bad physical vibrations. The living room wall shakes when the south adjacent apartment uses the shower, this is so loud that it is impossible to hear my own television at normal volume. On the other hand, when showers are not occurring I can hear clearly what television program the downstairs neighbors are listening to at any time, from the living room.

Quality of neighbors: there is a woman who parks her pickup truck illegally in the fire lane blocking the garages, with a expired Washington state registration - the office never did anything about it; in the mornings she stands on her balcony facing other units and has loud and explicit cell phone conversations with her lover.

There is another man who drives through the parking lot at high rates of speeds almost hitting pedestrians, and also parks illegally in the fire lane on a daily basis.

Every neighbor parks illegally when getting their mail, despite the clearly red repainted "Fire Lane" indicators. It makes the complex look like a trailer park, and there is no enforcement of basic laws at Avalon.

How I suffered critical wounds and almost died from the poor build quality and lack of maintenance at Avalon at River Oaks: when closing the 1/4" window in the bedroom, the window didn't fit into the frame correctly (the frame was warped) and when it reached the sill it shattered and I fell into the broken glass arms first, creating 2.5" avulsions on both my forearms that later required more than a dozen surgical staples - I then fell out of the window face first and landed on the concrete parking lot below. I was in need of medical help, but not a single resident of the hundreds of units helped me despite the noise of the shattering window. I was on the ground for a while and when I realized I was losing a lot of blood and would die if I could not get to a telephone, I crawled over to the stairs, dragged myself up them to my unit, called 911, and collapsed in a pool of blood.

The next day, Avalon sent me a $115 dollar bill for the glass. I discussed the matter further with them, and did not have to pay this bill. Essentially this was an acknowledgement of Avalon's negligence in having defectively brittle 1/4" windows that do not fit the window frames, however there was a lot of expense because of this defective window including the ambulance ride which was around $1,100.
