The regional manager hires the worst possible managers he can find. The managers have no idea of what is going on at the property. They continually raise rents even though it is a tax credit property for low income people. They spend money to improve the outward appearance of the property but never spend money on the units themselves. The constant rotation of maintenance staff and managers makes it hard to ever have any living consistency
