Unhappy With Choice

I live in a first floor apartment. The noise level is so great it shakes cabinet doors, chandeliers and items in the china cabinet. The building is poorly constructed. Managment has a low noise policy from 8 pm to 7 am. Managment will not inforce policy. Very unhappy with my choice.
