Make Sure You're Not Living In A Closet

My roommates and I rented a "four bedroom" apartment from Horizon Management. In actuallity, it was three bedroom + large closet because the building is not up to code. One of the supposed bedrooms did not contain any windows which is a fire hazard and the reason it is against Dekalb code. But Horizon decided to overlook this and rent it to us as a four bedroom. There were five of us signed to this lease, which is also against code (to which we were initially unaware), thereby making the lease void. We had numerous problems including changing our move-in date, sending a check-in lady who was unfriendly and claimed she had no affiliation with Horizon, cockroaches and bedbugs (the latter never getting rid of), a broken oven, broken blinds, unsecure doors that they assured us would be repaired and never were, broken intercoms, terrible patchjobs, gum in the carpet, writing and marks in every closet, bleach stains on the floor (one in the interesting shape of an iron), burn marks in the carpet, water leaking from our ceiling, the walkways were not shoveled once during the winter months, the parking lot was filled with potholes and rowdy children who left their toys everywhere, and the rudest neighbors living above us. Horizon would come by to show our apartment without any warning - Dekalb law dictates that tenants are to recieve at least an hours notice, and the lease also claimed this. Horizon had broken their own lease at least twice. They claimed that "it wasn't their fault" repeatedly, we were harrassed by Susan and her unprofessional staff. We went to campus legal, a godsend, and learned that because the lease was void, we had the right to leave. It took us a month to get Horizon to acknowledge our vacating, get a check-out, and take the keys. Nine months later they are sending debt collectors after us claiming we owe them for two months rent and maintenance (althought we have not yet recieved a bill, which is also Dekalb law). Bottom line, don't rent from Horizon. And if you are now, don't let them scare you. They think you're just stupid college students who are total push overs and who couldn't possibly know what the laws are. Campus legal is wonderful and knows all about Horizon and their lack of professionalism, poor maintenance on their buildings, and their maliciousness.
