Regal Manor (the former Jackson Park Apartments) is locally owned and operated by Advantage Real Estate Management, office located on 2nd. St. downtown Seymour. Advantage owns various properties in Seymour which include at the time of this writing: Regal Manor, Regal Estates, Regal Pointe. I wouldn't recommend staying here and I'll try to detail my reasons. The apartments are old. Although many improvements have been done on the exterior building and walls, the inside lacks. It's what you don't see, that is bothersome. The pipes leak and have only 1 shutoff switch. A central hot water heater that is not always hot and can and often burst in winter. Windows and doors are old and drafty which is bothersome since you are paying all utilities. Fixtures, stove, refrigerator are old and cheap. The floors and walls are very thin, you get noise and smell of smoke from neighboring apartments. If things break down, you have to call the off-site office. Sometimes they will come out. The 24 hour maintenace they say means...you leave a message on their answering machine and hope they get it. At times the machine is full and you can't make a request. Totally bothersome during an emergency like a water break or on a weekend. All utilities are paid by the resident. Not very good since the appliances are old and apartment drafty. YOU will pay hundreds of dollars for this. In the past the apartment made you pay a gas surcharge even though you were paying for the electric for your own heat. The apartment will often send out these notices that goes against your signed lease. They will come up with surcharges and extra fees and try to make you pay them. Unless your lease says otherwise, this is violation of the law and you are protected under Indiana Tenant rights and action can be taken on your part if you so choose. The apartment makes everyone pay in cash or cashiers check at their downtown office which can be quite annoying. Be sure to get a receipt as I have heard of tenants not getting one and the apartment will come back at you stating you didn't pay the first time. On the similar note, rent is quite high and a better option can be found elsewhere. Security- There is no security on the grounds. Quite often police are called to the apartments for a wide range of problems (see record book in the Tribune or ask at the Police for a detailed list). You will often find (many times) police at the facility. Domestic disputes, drugs, etc are not uncommon. Also, be sure to check out the Indiana onlinechild molestation site before you decide on this place. Last I looked there were 8 registered molesters living at the complex. Quite bothersome since there are families with kids in the apartments with the kids playing in the yard areas. Parking- It's okay but again I've seen many police reports of cars being broken into. Upkeep- Grounds are somewhat okay but they don't have regular maintenance. Trash can be found on the property, lack of trees, grass doesn't get cut on a consistent basis, a new fountain on the entrance doesn't work. Noise Level-Very bothersome. Again thin floors, walls, windows. The street will have many cars that play loud stereos. Management and Staff- Of all the items I believe this is the area that needs the most improvement. Maintenance staff is often unhelpful. The office will tell you different answers and are unfriendly. I've talked to residents and almost a unanimous consensus will tell you horror stories dealing with this company. Many were improperly charged, lied to, treated with disrespect which is terrible for a company that relies on it's residents for it's business. Most will you tell you that management doesn't care one bit. They are just in it to make a buck, once they got you in, you're screwed. Money drives the ambition of this company while ignoring the needs of the residents. Really sad, since this is a small close-knit town where everyone knows everyone with a lot of small town pride. Overall I would not recommend this place. Look elsewhere and good luck in your search. Hopefully you found this review helpful.
