I've lived at College Hill apartments for about 3 and a half years. We lived under both the old management and the new ones, and visited frequently prior to that.
Previously the place was not too bad, great price for the size and everything but electric was included. It was a little run down, management was meh, terrible neighbors, but overall not the worst place to live.
After the new management came in a little over a year ago, the place has really improved. Security has been doubled, place looks very nice both inside and outside. This makes it more desirable so parking has been really packed lately, so they repainted the lines to add more spots, but its still mostly full at night. Also its a roll of the dice whether you'll have loud neighbors or not. The walls are thin so expect to hear loud sex at various times of the day or night.
Rent is still hard to beat for the size. All the apartments are very spacious, kitchens have a ton of cupboard room with a dishwasher and electric stove (everything is electric, like heat). Free cable tv and internet, washers are $1.25 dryers $1. Soda/snack machines in each laundryroom, free workout room is definetly nice too.
Rent has gone up a bit since we moved in, but at least you get the month to month option now. Still worth it. This is a great place to live for a year or so. If your looking for a long-term place, id suggest a duplex or single family home instead.

I love how clean the building is and the fact that there is a 24/7 maintenance man. The office staff are willing to work out payment plans and are understanding of financial situations. The price was amazing considering that everything was covered except for electricity. Out of all the apartments I looked at in the area, this one was the cleanest and most accommodating.
