From a resident of eight months (warm weather and cold weather seasons, 2005-2006)...

PROs:
Friendly and helpful office staff.
Outside appearance of the buildings and grounds is favorable.
"Free heat" is a relative term, but means no gas bill: Gas stove, gas heat, no problems with having plenty of hot water either.
They will issue noise violations for excessive noise.
No roaches or other bugs found so far.
Convenient to where I work and close to all types of shopping.
I would recommend only as a temporary housing solution or for someone who is very budget limited.
Troublesome tenants are usually not around very long.

CONs:
Apartments are small when compared to other apartments available in the area. The cost per square foot may be comparable, but other apartment complexes offer more amenities for the money.
The buildings are old... You will hear your neighbor's every move; the floors squeak, squawk, crackle and pop - bring earplugs. The same goes for every time a neighbor turns on the water, flushes the toilet, opens or closes a door, turns on the sink disposal unit.
No washer dryer hook-ups available in the apartments. $1.25 to wash and another $1.25 to dry; Only three washers and three dryers per building of 47 apartments. Residents are not very good at cleaning up after themselves.
While they do eventually get around to plowing the snow from the roadways, they do not remove the snow in the parking spaces which makes it difficult to park your car.
Covered parking is not available.
Sidewalks are shoveled and salted, but again they do not clear the snow between parked cars.
Flooring (carpet and linoleum) is dependent upon which apartment you are in. There is an additional monthly charge to have the carpet replaced.
Cabinetry is old, well used, and an unattractive dark brown.
The sinks and tubs are well used and have spots with porcelain repair, but still have rust spots coming through.
Wired cable is offered only through the apartment satellite service - not through Comcast (i.e. Limited cable selection, No HDTV, No cable Internet). I resorted to less desirable DSL service to have Internet access.
It can be difficult to exit the complex during peak traffic hours. There is only one exit from the complex.
Potholes in the apartment roadways.
Some large areas were entirely resurfaced and repaired, but the roadway leading to my apartment still has multiple large potholes.
One bedroom apartments have a wall-mounted A/C unit - it will cool the living room, but not the bedroom unless you position a fan to redirect air into the bedroom! The A/C has a difficult time overcoming the heat the gas stove pilot light adds to the apartment.
