there is free central a/c. there is also free heat. however the blowers in the apartment are very old and loud. my unit burned out twice and they had to come to repair it. but overall i was pretty comfortable heat/ac wise. the building has character and is well built in terms of being pretty quiet, however my apartment ceiling leaked twice...once very near the bed by the window (from the ac unit drain upstairs) and once in the bathroom. the ceiling showed evidence of being patched many times. since i had a micro efficiency, this was pretty inconvenient. the maintenance staff was very friendly though and management was fair. my only real complaint was that the washer/dryers were not reliable and sometimes ate your money - however this was subcontracted out, and they had no storage space available for me. since i was in such a small apartment this was very disappointing. there was also a lot of parking problems! you have to pay for a space and other tenants would sometimes take/park in my space and there is limited parking so that is a problem. there was no garage space available and this area of shaker has a problem with crime. also not safe to leave your bike in the garage...so yet another thing to squeeze into my tiny tiny apartment. there is a nice courtyard in the center of the building made on top of the underground garage. sometimes neighbors were loud in halls at night and being in an efficiency near the stairwell, it was at times annoying, but really it was a pretty quiet place. more problems from shaker heights police pulling over cars in the am with sirens etc than neighbors. the rent is a little high for the space you get but the a/c and free heat is nice and they aren't too miserly with it like you would expect with getting it "free". i would live there again..especially if i did not have a car.
