Apartment Review for River Gate Arms

The landlord hasn't paid property taxes in 4 years, so they are in foreclosure, an inevitability of which he didn't inform us when we moved in last year.
The plumbing is bad, but he blames the dripping in the ceiling on the tenants above and charges them for it, when it's only because he has done the bare minimum of maintenance for the entire time he's owned the place.
He has admitted this himself, in one of the many notes he circulates by leaving them in people's doorframes after hours (when we can't reply). He condescendingly tells us all to behave when there is a domestic violence issue (which is quite often), and he cited 'poor quality tenants' as part of the reason he couldn't pay the property taxes for 4 years.
I paid my rent every month, yet I still received these notes, telling me the tenants were poor quality.
The laundry facilities are in poor repair (the driers take 3 runs to work). The security cameras are all pointed inwards (who is he watching?). He fired the last manager for dubious circumstances, and then blamed all the inefficiencies on him. He talks over you because he can't hear you (because he can't afford a new hearing aid), and talks down to you while he does it. He makes frequent fire code inspections, five times in a year (I've never lived anywhere that it happened more than once in a year), and always makes offhand remarks about cleanliness when he is there.

He's a sheister and a slumlord, and the Rivergate Arms is a slum. The low quality of life is his fault, not the fault of the low socioeconomic class of the tenants. This place deserves to fail.
