Apartment Review for Capitol Towers

By the look of most tenents Capitol Tower's seemingly rents to "homeless" and/or section 8 types (not that there's anything wrong with that). Wife and I amazed that most people we see here can afford the rent and that's to bad; this could be a great place to live. Capitol Towers, in our opinion, messed up when they let manager Phyllis go and put in 2 mangers that Do NOT listen to tenents concerns and are definitely NOT "people" persons where Phyllis was. The maintainence guys are really good <P>
