I was one of many that complained to the BBB about the cable issue. They actually HAD been double billing, I was refunded my money and the issue was resolved. Some people just don't get it.
As many of the problems have been fixed, they still advertise 10/2 internet download to upload ratio and it has been at 4/1 ever since October 2008. With many issues with the internet and cable working intermittently and the customer service being deplorable (at primecast) I have learned that they were putting in a new microwave technology to implement this switch, however it's been about 7 months and we are STILL NOT getting the advertised 10/2 internet speeds. Its a shame.
I wish I hadn't renewed my contract.
And like another comment said, most apartment complexes do add the internet and cable into the rent, so we were never getting it for free. Only ignorant people would imply that.

The issue isn't with LCI. If we were paying LCI AND Lynd AND Primecast, then we would be being triple-billed instead of just double-billed.
The issue is that when Lynd switched cable providers from LCI to Primecast, they promised that basic cable from Primecast would be free and that we would only have to pay for additional services like Internet access or premium movie channels. The brochures that Primecast left on our door (brochures that were approved by the Lynd Property Management Company, by the way) also said that basic cable would be complimentary. This isn't an unusual practice – a lot of apartments include free basic cable in the rent as an incentive to get more people to want to live there. For example, my previous apartment complex did this.
So anyway, then after everyone had signed up for service with Primecast, the Lynd Property Management Company said that they were going to start charging a $45 convenience fee on top of whatever Primecast was already charging. At first, they were saying that even if you didn't have cable, all residents would still be charged the $45 fee. Since then, they have changed their story and have decided that only people who have cable will be charged this extra fee. Even so, several people have said that if they had known about this $45 fee, they never would have signed up for cable in the first place. They felt that they had been lied to by the Lynd Property Management Company.
And since you asked, yes I did call LCI when I received the bill for November. They said that the Lynd Property Management Company hadn't even bothered to call their office yet to tell them to close the accounts for everybody at Timber Links and to tell them to stop billing everybody for service. Once I explained the situation to them, LCI immediately closed my account and they even gave me a refund for part of October. They were very nice about it.
