I want to let everyone know about my horrible experiance living at the High Ridge apartments at 9353 Viscount El Paso Texas.
The managers are not very cooperative when one has to report awful rude neighbors.
I have neighbors that live directly abobe my apartment and for the past five months they have thrown all sorts of garbage on my patio.
I've repeatedly reported this problem to the Heather the manager and she makes excuse for them and never does anything about the problem.
Now the people upstairs have a dog and the dog ****** on their balcany so they wash their balcany and all the **** water falls onto my balcany.
And this is not right because now I cant use my balcany.
I doubt they have registered the dog with the managers and the dog chases a ball at all times of the day and night and I can hear it down below.
I would say to anyone that is looking for a place to live to avoid these apartments at all cost.

I wouldn't even recomend this place to the Devil, these apartments SUCK!!! the soldiers are very loud, rude and dirty, then ones that live above me are always high on Crystal Meth they keep me up all night they are constantly opening and closing their sliding door in and out
now they even have the dog barking downstairs, the militant wife that lives upstairs has a Laundry operation she washes laundry everyday so Fort Bliss must have the brightest uniforms but they couldn't pass a drug test.
They also change their motor oil and leave the containers out in the open the whole place is a pigsty.
Now to mention the Man Made Dust Storms on Wednesday, you better park your car south of the freeway if you dont want it to get a good dusting when the men with air blowers come blowing dust and trash all over the place they dont even pick it up the debrees after they blow this stuff all over the place so make sure you have all your windows and doors shut.If you want to live in a Ghetto then this is the place for you, I've seen low income projects that look way better than this dump called the HighDump.

High Ridge apartment’s management promised my roommate and that we would have a second floor apartment when we spoke to the management office in July 09. We arrived to High ridge apartment management office on July 09 to sign for our apartment on the second floor and we were told that they did not have any second floor apartments available at the time and the only one they had was a bottom floor apartment. We asked for our deposit back because they did not have what we requested over the phone from NC and was told that we were not allowed as the management office already had a contract from my roommate over the phone. We were then given the keys to the “dungeon”. When we moved in I had to ask several time for them to cut the shrubs back so we can get through. When the wind blows the all the trash piles up in front of our door. Let’s not even talk about the water issue that have been going on since I moved in. well the water is usually off Monday, Wednesday, and Friday. The new staff is so unprofessional and uncurious. When you walk in and ask a question it is like you’re bothering them.
I will recommend to my fellow Sergeant Major arriving to class 61 in July 10 to stay away from this place and will recommend to our command that it should be place on the off limit living areas list for all Soldiers arriving to El Paso.
