Because she is just a tool for the management company and will get away with as much as the tenants let her.
Get the other tenants together and find out what laws she is breaking in the landlord tenant code (section 92 of Texas Law)-- if she is treating you that way, what about your neighbors. You gotta know your neighbors to see what problems they are having and take action. Your reward will be according to how much research and effort you put into it. Be discrete, or she may retaliate.
Google Texas landlord/tenant law and inform yourself thoroughly of your rights and get a posse together to take her down. Call them on any violation they are guilty of, not in a confrontational way, but a legal one. Take em to court, and you could even get out of your lease if they are violating certain statutes, along with $$$ to punish them for hiring such a manager.
Know your rights.
