if you live in any apartment you have to go by the rules, for these apartments, you have to be consistent on the maintnence. if you have problems with neighbors, talk with them first, if there is no solution, management wil help. the managers try their best to keep the complex clean and safe. there is always wear and tear, some they will fix, some your on your own, but i like every thing around, school buses come to pick up kids at office for carroll academy, bus line 30 passes frequently, walking distance to stores and i think every thing is pretty good.
