I've lived here for two years and I kind of knew what we were getting ourselves into. It's considerably cheap rent (ours is $550 for a 2br). The then-landlord (which has been replaced I think about 4 or 5 times since then) was quick to mention the uneven foundation in the floor, which was quirky but a little worrisome. She even mentioned that she is in the process of "cleaning up" the unit... and within a month the domestic-violence-drug-dealing neighbor was gone. Since then, I think we've been the only person living on our floor besides a family of probably 15 at the end of the hallway judging by the potency of the smells. We had a problem with our a/c which was fixed by a few annoying "written requests".
We have had a clearly drug-dealing neighbor based on the amount of tweakers always sitting in the hallway in the middle of the day waiting for them to get home. Also, the smell of weed brownies were a common occurrence -- to the point of it smelling up MY apartment. I'm not a prude, I'm in school, and I don't care if you're smoking weed in the apartment across the hall, but you definitely deserve to get caught if you're being that stupid about it. We reported it to our landlord who came over and admitted he didn't really know what weed smelled like and therefore could not file a report!
ALL HEATING IS ELECTRIC aka VERY VERY VERY INEFFICIENT. I just invested in some thick blankets and it worked okay for me.
Overall, it's fine if you are okay with some shady people and can't afford much else.
