Roaches And Poorly Insulated

We've been here for 6 1/2 months and every month everyone in the building has had to empty their kitchens so they can be sprayed for roaches, judging by the success of it they could be spraying with water.
The apartments are poorly insulated making them hard to heat in winter and almost impossible to cool in summer.
