If you keep the apartment clean and cleaned out the cabinets for the bug sprayers then the roaches are not that bad. Me and my husband have lived here for more than a year and we have only seen 4 roaches the whole time. If people were being too loud you should have gone to management b/c our neighbors are too loud and now they are not b/c management did something about it. The rent is not too much and by the way you should not be writing something that happened more than 8 years ago b/c they may have fixed the problem by nown and you dont know b/c you dont live there anymore.
