Towing Policy A Sham

I have never seen a more crooked towing policy in my life. I have a rental car, with a signed piece of paper from management on my dashboard stating such. I know the paper was on the dash because I was actually kind of worried it wasn't the night before, and went down to double check. This morning my car was towed. The paper was now on the seat - probably fell off because it was front towed. However, it was still face up and completely legible from the windows, which aren't tinted at all.

The tow company is Master's Towing on Olney. They were extremely rude and to add insult to injury, it took them over 20 minutes to move the tow truck blocking the impound area - making me even later for work. And the apartment complex contracts them out as their towing service. It is quite disappointing.
