The pacific inn is the best bargarin in Bellevue. It's pleasant, staff are nice. Rooms are small, but practical. The only downsides are the dull, institutional feel and the fact that there are large construction prodjects on 2 sides of the building. My alarm clock is the sound of earth moving equipment and the smell of diesel exhaust. The walls are a bit thin too, but it's hard to avoid that. Try to get a room on the top floor.
