They ask you for a lot of references for such an ulgy complex. The building entrance is always dirty and smells very bad, I have never seen someone cleaning anything. Neighbors? oh my! This is a paper wall's complex. They have all kind of noisy families here. Some people have party every night (and day) and they do not care if you have to sleep. Does the manager does something? of course not. The management tells everybody they will talk with noisy people. But you don't see results. I am happy that my lease is ending soon and I will definitely move away from this place. Sorry but I do this to make people check on apartments conditions and rules first. Do not go to the "model" apartment, tell them to show you the real one. At least that day they will clean it, dunno.
